Dauphin County Jail Diversion Program
The Dauphin County MH/MR Program proposes to use TCE funds to expand their existing pre-booking diversion program to include additional sources of referrals, including law enforcement, pre-trial services, court personnel, and county probation. Referrals will be directed to Dauphin County Crisis Services, which will coordinate the development of a treatment plan and facilitate linkage to community based services, including case management, and when appropriate, enrollment in Assertive Community Treatment. The goals of the project are to reduce jail time for people with mental illness and co-occurring substance use disorder though diversion to treatment services based on best known practices, including those designated as Evidence-based Practices by the Center for Mental Health Services.
Grant County New Mexico' Southwestern New Mexico Continuum of Care - Jail Diversion
This program will divert justice-involved persons in a four county region of Southwestern New Mexico to gender-sensitive and culturally appropriate treatment services in the community. The program will provide training to law enforcement personnel on the signs and symptoms of mental illness and familiarize them with crisis response resources within the region. CMHS funding will also support the development of a regional Assertive Community Treatment team, which will serve as a resource for law enforcement by providing initial crisis response and ongoing treatment services. The program will also implement a court-based post-booking diversion program which will identify eligible individuals at arraignment court and divert them to the appropriate level of care, including ACT services, traditional outpatient mental health through Border Area Mental Health Services, and other services as needed.
Hillsborough County, Florida Board of County Commissioners
Hillsborough County Targeted Capacity Expansion Jail Diversion Program
Through this project, Hillsborough County will expand their existing post-booking jail diversion program by adding a forensic intensive case management team equipped to provide services to individuals who were previously ineligible for diversion due to the severity of their illness. Identification will occur in the Hillsborough County Jail; with the court’s approval, eligible individuals will be released to the community under the supervision of the FICM team. Case managers will provide treatment services directly and will assist with linkage to additional services, including housing, integrated dual diagnosis treatment, and trauma recovery services.
Connecticut Department of Mental Health and Addictions Services
Connecticut Trauma-Informed Treatment and Support Jail Diversion Program
Building on the success of the Women’s Jail Diversion Program, established in 2002 with the support of a first round CMHS Jail Diversion TCE grant, the Connecticut DMHAS will expand Hartford’s jail diversion efforts to include men with substance use disorders and the psychiatric consequences of trauma. Men and women will be evaluated for program eligibility in the Hartford Criminal and Community Court lock-ups; eligible individuals will participate in the development of a treatment plan that will be submitted to the court for approval. Upon diversion, participants will receive community-based integrated dual disorders treatment and ancillary services, including trauma recovery services based on the Trauma Recovery and Empowerment Model (TREM) and Men’s TREM.
City of St. Louis Department of Human Services
An Alternative to Imprisonment
The City of St. Louis Department of Human Services is using the TCE grant to fund An Alternative to Imprisonment, a post-booking jail diversion program targeting people with serious mental illness and co-occurring substance use disorders who have committed non-violent offenses. The program will provide brief intensive case management and other support services to participants referred to the project by the City of St. Louis Municipal Mental Health Court, the United States Pre-Trial Services Office, and the Missouri 22nd Judicial Circuit Court, Division #26 Misdemeanors.
Nueces County Sheriff's Office
South Texas Jail Diversion Program
The South Texas Jail Diversion Program, in collaboration with the Nueces County Department of Mental Health and Mental Retardation (MHMR) and a number of public and private providers, has been awarded funds to implement a Crisis Intervention Team (CIT) and Mental Health Deputy program to divert people with serious mental illness and co-occurring substance use disorders who come into contact with law enforcement. A post-booking component is expected to be implemented in the second year. The South Texas Jail Diversion Program will connect people to mental health services and related supports through the Nueces County MHMR, South Texas Substance Abuse Recovery Services, Coastal Bend Alcohol and Drug Rehabilitation Center, and the Coastal Bend Council on Alcohol and Drug Abuse.
