Program by County

The number of jail diversion programs operating in the United States has increased exponentially in recent years, jumping from just a handful in the late 1990s to nearly 500 today.  Since 2002, the CMHS GAINS TAPA Center for Jail Diversion has worked hard to keep up with this rapid pace of growth by maintaining a database of communities that are operating at least one jail diversion program.  For this project, we have divided programs into three categories: Pre-Booking Jail Diversion (including CIT), Post-Booking Jail Diversion, and Mental Health Courts.

The TAPA Center has now translated the database information into a map of United States Counties Operating Jail Diversion Programs.   The list that forms the basis for this map is also available.

Please note, the information on the list / map has been collected over the past five years and as such may contain some programs that have closed down, while missing others that have recently come into existence.  If you see information that you know to be incorrect, please send us an email at GainsTAPA@prainc.com and we will make sure the list is updated.
